Passed in April 2023, law SB 1451 establishes a provisional path for IMGs licensed in other countries to practice medicine in Tennessee without the need to complete a medical residency in the USA.

Main Requirements to Obtain the Provisional License:

  • Certification by the Educational Commission for Foreign Medical Graduates (ECFMG);
  • Passing the USMLE Step 1 and Step 2 CK exams;
  • Residency of at least three years in an international program or at least 3 years of medical practice in their country in the last 5 years.
  • Supervision by a Physician Licensed in Tennessee: After obtaining the provisional license, IMGs must practice under the supervision of a physician licensed in Tennessee for two years before obtaining the unrestricted license.

This model is similar to existing programs in Canada and the United Kingdom, which have facilitated the licensing of foreign physicians for years.

Considerations:

  • Geographic Distribution: Unlike the Conrad 30 program, the new law does not require IMGs to work in underserved areas, which may limit practice in the regions that most need healthcare professionals.
